A boat-based volunteer (BBV) is anyone who owns a boat, and can safely and effectively help others during a water event in Texas. This will always be an infrequent need, but in a true emergency, lives will depend on BBVs.

A BBV must be confident in his/her boating skills, personal capabilities, and ability to help others in potentially dangerous situations.

BBVs must:

never burden first responders
come prepared
make sound decisions, guided by first responders
be able to lift 50 pounds, minimum
have no mobility impairments
